About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure a Hull Penetrator, identified by NSN 7H-5935-016337196-L1, which is classified as an electrical connector component. This is a Level 1 item that will only be acquired from approved sources, with delivery required to Portsmouth Naval Shipyard in Kittery, Maine. Contractors must have inspection systems that conform to MIL-I-45208A or equivalent standards as certified by a joint DCMA/NAVSUP WSS survey team. The government maintains full rights to the technical data package, which is complete with no technical data, engineering, tooling, or manufacturing restrictions. The solicitation due date is scheduled for October 17, 2025, and interested firms must include their CAGE code on solicitation requests.
This procurement is designated as a 100% set-aside for small business concerns under FAR clause 52.219-6, with the specific type of small business set-aside to be determined in the final solicitation. The quantity being procured is one unit, making this a relatively small-scale acquisition. The pre-solicitation indicates that various set-aside options may be applied, including HUBZone, Service-Disabled Veteran-Owned, Women-Owned Small Business, or Historically Black College and University designations. No incumbent contractors or specific budget ranges are mentioned in the notice. The technical data package's completeness and lack of restrictions suggest this procurement is suitable for full and open competition among qualified small business sources.
