About this opportunity
NASA's Marshall Space Flight Center has issued a Special Notice regarding Pegasus Analysis for Stages Program on November 18, 2025. The agency intends to procure specialized services to evaluate stress loads and deck strength at existing barge pad locations to support the Exploration Upper Stage (EUS)/Interstage program. NASA has identified Bristol Harbor Group, Inc. as the current intended sole-source contractor for this requirement. This Special Notice invites interested organizations to submit their capabilities and qualifications for consideration. The purpose of this notice is to provide prospective contractors an opportunity to demonstrate their qualifications before NASA makes a final determination on whether to conduct a competitive procurement process. The Center Ombudsman contact information is available for any procurement-related concerns.
The primary objective of this requirement is to determine whether the barge can accommodate new loads associated with the EUS/Interstage and the new transporter through updated structural analysis. Interested organizations must submit their capabilities and qualifications via email to the designated Contracting Officer, Alicia Reynolds, and Contract Specialist, Stephanie Darnell, no later than 12:00 p.m. CST on Monday, November 24, 2025. There are no specific set-aside restrictions for this procurement, meaning any qualified organization may submit qualifications. The submitted capabilities and qualifications will be evaluated exclusively to assess whether the Government should proceed with competitive bidding rather than sole-source acquisition. The Government retains sole discretion to determine whether to conduct full and open competition based on the responses received.
Notice text
NASA/MSFC has a requirement to provide services to update the evaluation of stress loads for deck strength at existing pad locations throughout the barge. The analysis will help determine if the barge can handle new loads of the Exploration Upper Stage (EUS)/Interstage with the new transporter. NASA/MSFC intends to issue a sole source contract to acquire these services from Bristol Harbor Group, Inc.
Interested organizations may submit their capabilities and qualifications to perform the effort via email to Alicia Reynolds, Contracting Officer at alicia.r.reynolds@nasa.gov and Stephanie Darnell, Contract Specialist at stephanie.darnell@nasa.gov. no later than 12:00 p.m. CST on Monday, November 24, 2025.
Such capabilities and/or qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at: https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
