About this opportunity

The Department of the Interior's Interior Business Center, acting on behalf of the Peace Corps' Office of External Affairs Office of Communications, has issued a Special Notice announcing its intent to award a sole source purchase order to Canto, Inc. for a Digital Asset Manager (DAM) system. This procurement falls under NAICS code 513210 (Software Publishers) and is being conducted as a sole source acquisition under FAR Part 13.501(a), indicating that only Canto, Inc. can satisfy the agency's specific requirements. The contract is structured as a Firm Fixed Price purchase order with a one-year base period and four optional one-year extensions. The procurement is valued as a simplified acquisition for commercial software services, specifically a cloud-based Software as a Service (SaaS) solution. The Interior Business Center's Acquisition Services Directorate is managing this procurement process for the Peace Corps.

The primary objective is to implement a centralized digital asset management system that will serve as the Peace Corps' content hub for brand assets, requiring a minimum of 500 GB of secure storage and supporting various stakeholders including Volunteer Recruitment and Selection, Peace Corps Response, University Partners, and overseas posts. Interested contractors must submit capability statements by 2:00 PM Eastern on July 31, 2025, referencing solicitation number 140D0425Q0637, though this notice explicitly states it is not a request for competitive proposals. All responding parties must maintain active registration in the System for Award Management (SAM) and provide their Unique Entity ID and Taxpayer Identification Number. The system must transfer existing assets from the current DAM platform, support creation of customizable templates, integrate with other key systems, and meet federal IT security requirements. While positioned as a sole source award, the government will consider capability statements from other responsible sources as market research, though any decision to compete the contract remains at the government's discretion.
