About this opportunity
The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), under the Department of the Navy Naval Sea Systems Command, is conducting market research to identify qualified contractors capable of providing comprehensive outfitting and installation services for Land Based Engineering Sites and Land Based Test Sites (LBES/LBTS). The procured services will encompass management support, installation integration, fabrication, test planning and execution, material procurement, equipment removal, and precision alignment work for complex naval systems including electrical power systems up to 50 MW, gas and steam turbine engines, diesel engines, propulsion motors, control networks with fiber optic systems, and high-pressure piping systems up to 6500 PSI. Contractors must demonstrate fabrication and assembly capabilities at their own facilities, with approximately 59 percent of work performed on-site at NSWCPD facilities in Philadelphia, PA and 41 percent performed off-site. Capability statements must be submitted electronically by 6:00 PM EST on April 21, 2026, to jenny.e.tomeo.civ@us.navy.mil, with the solicitation number N64498-26-RFPREQ-PD-71-0014 in the subject line, and responses are limited to five double-spaced pages. Evaluation will be based on corporate description, CAGE Code and DUNS Number, technical and program management capabilities, available resources and personnel qualifications, confirmation of approved accounting systems for cost-reimbursement contracts, and at least one example of similar work performed within the past three years with contract value and government points of contact.
This Pre-Solicitation Notice is not subject to any small business set-aside designations. The current incumbent contractors are VT Milcom, Inc. and Rhoads Industries, Inc., and the Government anticipates awarding a Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity (CPFF IDIQ) contract to one or more qualified contractors. While no specific award value or budget range is disclosed in this sources sought notice, the contract structure as an IDIQ vehicle indicates an ongoing relationship with potential for multiple task orders over the contract period. The NAICS classification is 336611 (Ship Building and Repairing) with PSC/FSC code N066 for installation of equipment and instruments. This notice is issued solely for market research purposes in accordance with FAR Part 10 and does not constitute a binding commitment by the Government; all submissions will become Government property and will not be returned to respondents.
