About this opportunity

The Naval Surface Warfare Center, Philadelphia Division is issuing a Request for Information regarding concept design services for a Common Controller and Interface Module, with responses due by 06:00 PM EST on 13 October 2026. This is market research only and does not constitute a solicitation or commitment to contract.

The Government seeks capability statements from vendors describing their ability to provide concept design for a modular common controller architecture capable of controlling Hull, Mechanical, and Electrical shipboard components across a power range of 20W to 400kW. The architecture comprises three integrated components: a Common Controller serving as the primary processor with application software and cybersecurity features, an Interface Module providing signal conditioning and network interfaces, and scalable Power Modules handling electrical power conversion. The design must support monitoring of electrical metrics, thermal parameters, position/state feedback, and vibration/acoustic measurements, and must leverage existing product lines where applicable rather than requiring completely new hardware design.

Work is unclassified but requires capability to handle Controlled Unclassified Information per DoD Instruction 5200.48. The design must comply with military standards including MIL-STD-1399-300-1, MIL-STD-810H, MIL-S-901E, MIL-STD-461G, and MIL-DTL-917F, incorporate defense-in-depth cybersecurity per NIST SP 800-82 revision 3, support open standards including EtherNet/IP, Modbus TCP, CANBus, and OPC UA, and align with Modular Open Systems Approach principles.

Responses are limited to ten pages and must be submitted electronically to jenny.e.tomeo.civ@us.navy.mil. Respondents must include company information, descriptions of current or modifiable products, delivery timeframes, rough-order-of-magnitude cost estimates within +/-20% validity, equipment origin, user references, warranty information, and data rights assertions. The Government will not pay for response preparation and will not return submissions.
