About this opportunity
The Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base issued a sole source justification notice for the procurement and installation of Eaton-specific equipment at Utah Test Range (UTTR). The requirement stems from UTTR's prior substantial investment in Eaton proprietary systems and capabilities, combined with the reality that Eaton Corporation does not extend access to its proprietary diagnostic and repair capabilities to external organizations or competitors. Since UTTR personnel are exclusively trained on Eaton equipment and Eaton restricts competitor access to its training programs, the Air Force determined that only Eaton could fulfill emergency corrective action and additional equipment installation needs across UTTR's systems in the Utah West Desert region. The contract, identified as FA821721D0012, was awarded on November 25, 2025; however, the specific vendor name and award amount have not been disclosed in this justification notice. The procurement is classified under NAICS code 335999 (All Other Miscellaneous Electrical Equipment and Component Manufacturing) and PSC code J041 (Maintenance/Repair/Rebuild of Equipment—Refrigeration, Air Conditioning, and Air Circulating Equipment), though the actual scope may extend beyond these standard categories given the specialized nature of the Eaton systems involved.
Notice text
UPS procurement and installation of Eaton specific products at Utah Test Range (UTTR). UTTR has paid for extensive Eaton proprietary capabilities, and the ability to perform diagnosis. Market research has revealed that Eaton Corp does not provide the proprietary capabilities to outside organizations. If corrective actions are required on emergencies that arise at any of their systems along the Utah West Desert, the UTTR is now requiring additional equipment to be installed. Since the UTTR employees are only trained on Eaton equipment, and Eaton will not allow competitors to train on Eaton equipment, we must only utilize Eaton for this requirement.
Awarded contract FA821721D0012 to unknown vendor for unknown amount on 2025-11-25.
