About this opportunity
The Naval Surface Warfare Center Carderock Division (NSWCCD), under the Department of the Navy Naval Sea Systems Command, is soliciting one PCB Piezotronics Model 260B03 Triaxial Force Sensor and eight PCB Piezotronics Model 078RB003BZ 4-Conductor Cable Assemblies on a sole-source basis under FAR Part 13.106-1(b). The triaxial force sensor must feature piezoelectric-type construction with integrated signal conditioning, meeting precise specifications including three orthogonal measurement axes with ranges of 10,000 lbf for the Z-axis and 4,000 lbf for the X and Y axes, along with specific sensitivity and resonant frequency requirements. The mating cable assembly must include four fully shielded conductors with polyurethane jacket, measure exactly 3 feet in length, and be rated to IP68 when mated. Award will be made to the responsible offeror whose offer is most advantageous to the Government, with evaluation based on price and technical capability to meet all specifications. Interested parties must submit capabilities statements by 9:00 AM on March 18, 2026, via email to lametria.r.smith.civ@us.navy.mil, and the Government reserves the right to make a competitive procurement determination based on responses received.
This procurement carries no set-aside designation and represents a sole-source acquisition from PCB Piezotronics Inc., located at 3425 Walden Ave, Depew, NY 14043, with point of contact James A. Mahaney. The justification for sole-source procurement cites system compatibility and data continuity requirements, as the Government's existing test infrastructure for the VLTA test program is standardized on the IEPE/ICP signal conditioning protocol and precision-calibrated to PCB Piezotronics' specific voltage sensitivities and physical form factor. No specific contract value is disclosed in the solicitation materials. The delivery deadline is April 28, 2026, to NSWC Carderock in Bethesda, Maryland, with payment processing through Wide Area WorkFlow (WAWF) using the Invoice and Receiving Report (COMBO) document type for these fixed-price line items. The procurement falls under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a small business size standard of 600 employees, and performance will occur at Westlake, MD 20817.
