This solicitation seeks proposals to conduct a targeted peer review of the Pension Benefit Guaranty Corporation's Single Employer and Multi-Employer Pension Insurance Modeling System. Offerors must propose to review the current modeling of single-employer plan sponsors' contribution policies and risk transfer activities, and to review the current modeling of future changes in the multi-employer plans' number of active participants. Proposals are due by February 3, 2020 and will be evaluated based on technical capabilities and experience, company resources and personnel, past performance, and price, with the non-price factors significantly more important than price.

Proposals must remain valid for 180 days and the award will be made on a best value tradeoff basis. Questions are due by January 15, 2020. Amendments to the solicitation have been issued to modify evaluation factors and correct performance period dates.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, in conjunction with FAR Part 13, and as supplemented with additional information included in this notice. This announcement is the only solicitation. The reference number is 16PBGC20R0014 and is issued as a Request for Proposal (RFP). Offerors must be registered on System for Award Management (SAM) on the following website: https://sam.gov/SAM/pages/public/loginFAQ.jsf. The award basis is best value-trade off which will allow tradeoffs to be made between price and non-price factors that results in the most advantageous proposal for the PBGC.


Responses shall be submitted electronically to Brittany Helmkamp, Contracting Officer, at Helmkamp.Brittany@pbgc.gov and Olena Evans, Contract Specialist, at Evans.Olena@pbgc.gov later than 10:00 a.m. Eastern Standard Time (EST) on February 3, 2020. Proposals must be valid for not less than 180 days after due date. Questions may be submitted electronically to the Contracting Officer's and Contract Specialist's email address no later than 10:00 a.m. EST on January 15, 2020. Telephone calls will not be accepted. Questions received will be sanitized to remove any contractor information, answered, and posted on this website.  Any amendment(s) issued to this RFP will also be published on this website. Therefore, it is the offeror’s responsibility to visit this website frequently for updates on this procurement.

Place of Performance:

The Contractor shall perform the services outlined in Section C of this solicitation at the Contractor’s site.
