About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response intends to solicit contractor support services for Portable Biocontainment Units (PBCUs) in response to public health emergencies involving highly communicable infectious diseases, with capability packages due September 15, 2026. The procurement targets small business concerns under NAICS 541330 (Engineering Services) with a $35.0 million size standard; if at least two qualified small businesses are identified, the requirement will be set aside as a 100% small business contract; otherwise, it will be competed under full and open procedures.
Work encompasses PBCU maintenance, sustenance, deployment, demobilization, exercise support, and program management, including preparation and transport within CONUS and OCONUS, siting and preparation for use, maintenance and repair of advanced mechanical systems (HVAC, rechargeable battery, negative pressure systems) in austere environments, and demobilization. The contract is structured as an IDIQ with a Firm Fixed Price base and one option period covering 12 months beginning October 1, 2026, with three additional 12-month option periods available. The hybrid vehicle employs Firm Fixed Price for fixed-scope task areas, Time & Materials for demand-driven tasks, and cost-reimbursable Other Direct Costs for travel and consumables. The contractor must maintain surge capacity to support concurrent preparation of up to two PBCUs simultaneously plus one additional task order without performance degradation. Work is performed at the contractor's facility with no contractor personnel required on-site. Performance spans nine task areas: training, exercises, deployment and demobilization support, storage and infrastructure, maintenance and readiness, PBCU and trailer fabrication and modification, model fabrication, and program management. Contact Alan Jackson (alan.jackson@hhs.gov) or Shone Dickerson (shone.dickerson@hhs.gov).
