About this opportunity

The Army Contracting Command - Redstone intends to award a sole source contract to Lockheed Martin Missiles and Fire Control (LMMFC)-Dallas, TX to produce PATRIOT Advanced Capability-3 (PAC-3) missiles in the Missile Segment Enhancement (MSE) configuration with associated ground support equipment and initial spares. This contract will include base requirements for Fiscal Year 2021 and options for FY22 and FY23, to meet needs for both United States and Foreign Military Sales customers. The justification for a sole source award is that as the developer and producer of the PAC-3 missile, only LMMFC possesses the technical expertise, proprietary data, and experience necessary to execute this requirement. Questions must be directed to the contracting officers by June 9, 2019.

No set-aside designation was used. As the incumbent and sole qualified source, LMMFC is the only potential awardee under this opportunity. The requirement is not fully funded at this time and initial award and options will be contingent upon receipt of sufficient funding. While specific award values were not provided, the contract covers production for multiple fiscal years and is intended to supply PAC-3 missiles and support to both U.S and foreign customers' needs.

This contract will include base requirement in FY21 and an option for requirements in FY22 and FY23, for both United States and Foreign Military Sales (FMS) customers. The Government intends to award this requirement through other than full and open competition under the authority of Title 10, United States Code, Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) and (B), "Only one responsible source, and no other supplies or services will satisfy agency requirements." As the developer and producer of the PAC-3 missile, only LMMFC-Dallas possesses the technical expertise, proprietary data, and experience necessary to execute this requirement. The Government intends to solicit to, and negotiate with, only one source. Offerors are encouraged to contact LMMFC for subcontracting opportunities for this effort. This synopsis is not a request for competitive quotes and a written solicitation will not be issued to any contractor other than LMMFC. As the justification for a sole source action is in accordance with FAR 6.302-1(a)(2)(ii)(A) and (B), the Contracting Officer will make a copy of the justification available on FedBizOpps within 14 days after award in accordance with the requirements of FAR 6.305(a).
