The Department of Veterans Affairs Medical Center, NCO 9 Network Contracting Office, on behalf of Veterans Administration Medical Center Memphis, is conducting market research through this sources sought notice to seek sources that can provide Pathology Consultation Services and Testing, 24 hours a day, seven days a week. The North American Industry Classification System (NAICS) Code for this acquisition is 621511. The small business size standard is $32.5M. The contracting office is contemplating a base plus four one-year options contract beginning on 10-1-2017.

Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action.

DESCRIPTION OF SERVICE/ WORK STATEMENT
Contractor shall perform tests as required by VA Medical Center.
Test will be shipped to Contractor via recommended delivery service and have a 3 day turnaround time after received by Contractor.
Contractor shall perform testing 24 hours a day, seven days a week, and have assays that are scheduled to provide the best turnaround times possible. Contractor shall consistently meet its published turnaround times and closely monitor its ability to meet published turnaround times as an indirect measure of testing capacity. As testing demand warrants, vendor may initiate additional runs, hire additional employees, and/or purchase additional equipment to meet the needs of new, guaranteed, or anticipated business.
Contractor shall report testing via Order Entry, offering a comprehensive Order Management solution for manual orders that is conveniently located within a secure web portal for its clients. This service should allow for improved workflow and efficiency by assuring greater accuracy and ease with manual test ordering and results retrieval. Within the Order Management solution, clients should be able to search directly for tests by name or number, edit patient and test information, add comments or special instructions for testing, and retrieve test results all without placing a call to Client Services.
New medical testing shall not be introduced without prior recommendation and approval of the Contracting Officer and Contracting Officer's Representative (COR).
The Contractor shall provide advanced notification of test changes, additions and deletion one month in advance.
The Contractor shall provide the scheduled days of testing for the different test procedures with turnaround times. The Contractor shall provide single-site (one lab) specimen testing for easy specimen tracking.
Slides and Tissue Blocks along with reports shall be mailed back to facility either certified mail with tracking or via FedEx.
