The core services include pickup and delivery of travel documents (passports, visa applications, and related materials) between NRC Headquarters in Rockville, Maryland, and the U.S. Department of State Special Issuance Agency and foreign embassies in the Washington, D.C. Metropolitan Area. Key contract requirements include Monday through Friday service availability between 7:30 a.m. and 5:00 p.m., document review for completeness and accuracy, status monitoring with passport offices and embassies, and provision of delivery confirmation within 24 hours via telephone or email. The contractor must comply with Department of Labor Wage Determination No. 2015-4269 dated December 23, 2025, for proposed pricing. The pre-solicitation notice was posted on April 9, 2026, with a responses due date of May 15, 2026.

The NRC intends to issue a hybrid firm-fixed price and cost-reimbursement purchase order structure, though specific award values and budget ranges are not detailed in the pre-solicitation notice. No incumbent contractor or anticipated contract values are identified in the available documentation. The contract will be managed through delivery orders issued by the NRC Contracting Officer's Representative, indicating a flexible arrangement to accommodate varying courier and administrative support needs throughout the contract period. Interested small businesses should prepare proposals that address the specific service requirements and pricing in accordance with the prevailing wage standards established by the Department of Labor.
