Notice text

The scope of this effort is to conduct a pRFID Proof-of-Principle (PoP) at Combat Logisitics Regiment-15 (CLR-15). The PoP will help produce a scalable AV/ITV capability to support Marine Corps Prepositioning Information Center 2.0 (MCPIC 2.0) expansion at CLR-15 to facilitate the integration of pRFID technology. MCPIC 2.0, an enhanced version of MCPIC, is a web-based application developed to provide a central location for information and data for Maritime Prepositioning Force (MPF) and Marine Corps Prepositioning Program-Norway (MCPP-N) programs. MCPIC 2.0 aids in facilitating management and visibility of on-hand equipment and supplies for MPF, through the use of pRFID. The ultimate goal is for MCPIC 2.0 to interface with Global Combat Support System - Marine Corps (GCSS - MC), which, as directed by DC I & L, will replace all legacy logistic inventory systems. GCSS-MC is the logistics backbone of the Marine Corps, giving the Marines a single point of entry for all requests for products and services, integrating data and providing greater access to near real-time, accurate information up and down the logistics chain, with interoperability being a key component. This effort will enhance CLR-15's core mission goals by providing improved AV and ITV capability through the use of pRFID technology. For this requirement, pRFID components are those commercial products necessary for implementing the entire pRFID system, such as the tracking of tagged commodities and assets, data collection, keyless data entry, data processing, data storage, and retrieval. The Contractor will provide the hardware, software, documentation, and, incidental services to CLR-15 that are necessary for evaluation of the PoP of this pRFID effort. The Contractor will provide incidental services include training, warranty and maintenance services, and Technical Engineering Services (TES). Required TES includes services required for End-to-End, RFID turnkey implementation, Item Unique Identification (IUID) implementation support, equipment integration, site analysis, installation and removal of pRFID equipment, relocation, user unique training, interfaces to other Government systems, equipment and systems engineering services, System Design and systems integration to include middleware integration to enterprise systems. Performance of TES will be required at CLR-15 sites and the Contractor facility, as needed.

The contractor is responsible for conducting the pRFID PoP at CLR-15 in four (4) sequential phases: Phase 1 "Discovery", Phase 2 "Implementation", Phase 3 "Execution", and Phase 4 "Sustainment". Phase 4 "Sustainment" requires contractor support to government personnel and military staff members in marking of identified equipment items. The contractor will develop and implement a quality control process throughout the implementation of this project. As equipment marking progresses, the Contractor will identify the significant benefits of AIT in the value streams of Property Accountability (PA). This will be accomplished by integrating the AIT benefits into established business processes.
