About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Joint Base San Antonio has awarded contract FA830727CB008 under a limited sources justification on November 4, 2026, for continued operations of the Party Bus enterprise DevSecOps platform and collaboration services supporting Platform One. The action is a sole-source, one-year bridge to the incumbent contractor, with no set-aside used. The notice states that the current contract expires November 4, 2026, and cites unusual and compelling urgency as the basis for the action. Market research identified other capable vendors, but the justification states that transitioning to a non-incumbent would require months to transfer security clearances, onboard personnel to the zero-trust gateway, train staff on platform-specific pipelines, and validate operational procedures, creating unacceptable mission interruption risk. Required services include platform operations and sustainment, technical and customer support, incident response, cybersecurity support, vulnerability remediation, configuration management, integration support, and customer onboarding. The platform supports more than 140 active mission applications and over 100,000 active collaboration tool users globally. The attachment describes a firm-fixed-price contract, asserts unlimited rights to technical data and computer software under R-DFARS 252.227-7989 and 252.227-7990, and cites 10 U.S.C. 3204(a)(2). The Government plans a full-and-open competitive follow-on acquisition, with a targeted award date of February 4, 2027. The justification will be posted publicly within 30 days after award.

Notice text

Per FAR 6.301 The justification will be made publicly available and posted within 30 days after contract award and available for 30 days after contract award. This justification is for the Party Bus Operations Bridge 1 using unusual and compelling urgency via RFO 6.103-2.

The required contractor support encompasses the operational activities necessary to maintain the existing Party Bus capability, including platform operations and sustainment, technical and customer support, incident response, cybersecurity support, vulnerability remediation, configuration management, integration support, customer onboarding, and other operational functions necessary to maintain the availability and security of the platform.

Party Bus currently supports multiple DoW mission partners whose operational activities rely upon continued access to the platform and associated support services.

Awarded contract FA830727CB008 to unknown vendor for unknown amount on 2026-11-04.
