About this opportunity

The Defense Logistics Agency Land and Maritime is seeking parts kits through an Indefinite Quantity Contract covering 3 National Stock Numbers (NSNs). The procurement will be conducted using FAR Part 15 Contracting by Negotiation procedures, with the formal Request for Proposal to be issued on July 23, 2025, and made available for 30 days starting August 19, 2025, under solicitation number SPE7LX-25-R-0057. Proposals are due by September 19, 2025, accessible through the DIBBS portal at https://www.dibbs.bsm.dla.mil. The evaluation will consider multiple factors including price, past performance, delivery, and additional criteria detailed in Sections L and M of the solicitation, with price being a significant but not sole determining factor. Technical requirements, packaging specifications, and inspection points will be specified in Section B of the solicitation.

This procurement is designated as a 100% Small Business Set Aside, with contract minimums and maximums established at the individual NSN level to determine certified cost and pricing data requirements. The contract structure includes one base year with four possible option years, with total performance not to exceed 5 years. The acquisition represents a consolidation of requirements under FAR 7.107-2, which has been determined necessary and justified, with the consolidation determination to be posted alongside the solicitation per FAR 7.107-5(c). The procurement falls under NAICS code 332996 (Fabricated Pipe and Pipe Fitting Manufacturing) and PSC code 4910 (Motor Vehicle Maintenance and Repair Shop Specialized Equipment), indicating the parts kits are likely related to vehicle maintenance equipment components.
