About this opportunity
The Department of Transportation's Immediate Office of the Secretary is soliciting continued research execution services for the Partnership for Analytics Research in Traffic Safety (PARTS), a collaborative data trust examining vehicle safety performance. The contractor will serve as a trusted third party and neutral steward responsible for expanding data aggregation and anonymization capabilities, advancing partnership maturity, and deepening collaboration between government, original equipment manufacturers, and external organizations. Key requirements include partnership and project management, data ingestion and analysis with delivery of three publishable research reports, communications and stakeholder engagement activities including four or more all-hands meetings, and novel research development in vehicle technologies and infrastructure-related areas. Proposals will be evaluated based on technical approach (including management structure and staffing qualifications), past performance (requiring two Federal contracts within the past five years), and price. Technical proposals and pricing are due March 12, 2026, at 3:00 p.m. EST, with questions required to be submitted by March 9, 2026, at 3:00 p.m. EST to Andrew.Josephs@dot.gov.
This is a sole source contract award to MITRE Corporation, a Federally Funded Research and Development Center, with no competitive set-aside used for this opportunity. The incumbent contractor is the Volpe National Transportation Systems Center, located in Cambridge, Massachusetts, with a performance period running through February 28, 2027. While specific budget values are not disclosed in the solicitation documents, the contract is structured as a firm-fixed-price arrangement with five primary task line items covering partnership management, data operations, communications, and novel research initiatives. The place of performance is West McLean, Virginia 22102, with applicable wage rates governed by Service Contract Act Wage Determination 2015-4281 for the District of Columbia, Maryland, and Virginia areas, including specified health and welfare benefits.
