About this opportunity

The National Aeronautics and Space Administration (NASA) Langley Research Center has issued a Special Notice for the Formation-based Observations via Constellations of Unmanned Systems (FOCUS) under the Early Career Initiative (ECI). This Request for Information (RFI) seeks to identify potential academic and industry partners for a collaborative research project focusing on advanced observatory coordination strategies. The opportunity is designed to explore innovative approaches in coordinating ground-, air-, and space-based observatories through distributed time-critical coordination techniques. NASA is looking to leverage expertise in small spacecraft design, autonomous control, and optical communications to advance technological capabilities in unmanned systems research. The project represents a significant investment in cutting-edge aerospace technology development.

The FOCUS initiative offers up to $1.25 million per year for a two-year period, with partner selection based on three primary evaluation criteria: Technical Qualifications (40 points), Workforce and Cost (40 points), and Facilities (20 points). Eligible participants include both U.S. and non-U.S. organizations, encompassing educational institutions, industry entities, non-profits, and government agencies, with particular encouragement for historically black colleges and universities (HBCUs), minority universities, and various small business categories. Potential partners are required to submit responses limited to 5 pages per technical area using 12-point font, with the response deadline set for April 21, 2022, at 4:30 PM EDT. Industry partners are specifically sought to provide rotorcraft platforms with specific technical capabilities, while academic partners should bring specialized expertise in relevant technological domains. Electronic submissions should be directed to the specified NASA points of contact for consideration.
