About this opportunity

The Federal Retirement Thrift Investment Board seeks participant survey services through a competitive procurement to administer annual participant satisfaction surveys, optional financial wellness surveys, and ad hoc surveys as needed for the Thrift Savings Plan. Interested parties are invited to submit responses by December 29, 2023 to be considered for a future solicitation that will utilize a best value tradeoff source selection based on technical experience and past performance.

There is no set-aside designation. The surveys require sampling between 34,000-37,000 participants annually for satisfaction surveys and 10,000 biannually for financial wellness surveys, with analysis and reporting deliverables defined in the statement of work over a five year period consisting of one base year and four option years. Key capabilities include experience conducting large-scale defined contribution retirement plan surveys, collecting and analyzing response data to make statistically significant conclusions, and benchmarking results against industry standards.

Notice text

Non-personal services for the end-to-end administration of surveys focused on gaining insight into the satisfaction, perceptions, and behaviors of Thrift Saving Plan participants.

The Agency seeks a contractor with strong knowledge of the 401(k)/Defined Contribution (DC) plan industry to include broad benchmarks, trends, DC plan product offerings, participant perceptions, and an in-depth knowledge of the TSP participant demographics and current plan features.
