About this opportunity
The Department of Health and Human Services Indian Health Service (IHS) has issued a Special Notice for a non-competitive, sole-sourced purchase order related to monthly vehicle parking services in Sacramento, California. The notice pertains to parking arrangements for IHS employees, specifically addressing the challenge of finding suitable parking locations near their workplace. A study conducted by IHS revealed that the closest available parking is located four city blocks from their facility. The procurement will utilize NAICS code 812930 for Parking Lots and Garages, and the contract is structured with a base year and two potential one-year option periods. The notice indicates that ABM Parking Services is the proposed contractor, identified as the only company capable of meeting the agency's parking space requirements.
The primary objective of this Special Notice is to inform potential contractors about the intended sole-source parking agreement and provide an opportunity for competitive challenge. Contractors who believe they can offer more advantageous services must submit clear and convincing evidence of their competitive capabilities by February 20, 2025. The government is not obligated to provide feedback or acknowledge received responses, and if no affirmative written response is received by the closing date, the contract will be issued without further notice. Eligibility for challenging the sole-source procurement requires demonstrating competitive advantages that could benefit the government. The IHS emphasizes that any determination to compete the procurement remains entirely at the government's discretion, and responses will only be considered for potential future competitive procurements. Interested parties should note that this notice does not constitute a formal solicitation, and any resulting solicitation would be publicly announced through Federal Business Opportunities in accordance with FAR Part 5.
