About this opportunity

The Department of Health and Human Services Health Resources and Services Administration is seeking vocational counselors to provide detailed vocational assessments for individuals injured by covered countermeasures such as vaccines, drugs, biologics, or medical devices under the Countermeasures Injury Compensation Program (CICP). This Blanket Purchase Agreement will establish a pool of qualified vocational counselors who can develop comprehensive rehabilitation and vocational plans for temporarily or permanently disabled individuals, including case file reviews, evaluations of education and work history, and assessment of skills and limitations. Contractors must possess current certification from the Commission on Rehabilitation Counselor Certification and have at least two years of rehabilitation counseling experience within the past five years. The evaluation will use a trade-off methodology where technical factors and past performance are significantly more important than price. All questions must be submitted by September 9, 2025, at 10:00 AM Eastern Time, and proposal responses are due September 15, 2025, at 10:00 AM Eastern Time to Imelda Rocha at irocha@hrsa.gov.

This procurement is set aside for total small business participation under NAICS code 624310 with a size standard of $15 million. The contract structure includes one 12-month base period followed by four 12-month option periods, spanning fiscal years 2025-2030, with individual order values ranging from a $100 minimum to a $10,000 maximum and an overall BPA ceiling of $249,999. The maximum individual order threshold per the contract clauses is $100,000, creating some discrepancy in the documentation that may require clarification. Work will be performed in Rockville, Maryland, with contractors required to maintain strict confidentiality through non-disclosure agreements covering Personal Health Information and other sensitive case materials. The pricing structure utilizes firm-fixed-price hourly rates for vocational assessment services, with allowances for travel expenses in accordance with Federal Travel Regulations on a case-by-case basis.
