Questions regarding the solicitation must be submitted by August 4, 2025, at 5:00 PM Pacific Time, with quotes due by August 11, 2025, at 5:00 PM Pacific Time via email submission only.

This procurement is designated as a 100% total small business set-aside under NAICS code 519210 (Libraries and Archives) with a small business size standard of $21.0 million in average annual receipts. The contract period of performance runs from October 1, 2025, through December 31, 2026, requiring completion of all conservation work by the contract end date. The 73 objects are divided into 25 Priority 1 items, 5 Priority 2 items, and 43 Priority 3 items, with treatment recommendations ranging from mold passivation and surface cleaning to tear repair and edge stabilization. Payment will be structured in three phases: 30% upon treatment proposal approval, 50% upon conservation completion, and 20% upon object return and final deliverable submission. The work must be performed at the contractor's facility, with comprehensive documentation, digital imaging, and archival housing required as deliverables alongside the conserved objects.
