About this opportunity

The Defense Logistics Agency Maritime Pearl Harbor is procuring 49 honeycomb false deck panels through solicitation SPMYM4-25-Q-3030, specifically requesting Cloud Nebula Blue GRP (glass-reinforced plastic) panels with dimensions of 48" x 100" x 0.550" thick that meet military specification MIL-A-25463 or approved equivalent. This procurement falls under the Marine Hardware and Hull Items category and is being conducted in accordance with Federal Acquisition Regulation Part 12 for commercial items and Part 13 for simplified acquisition procedures. Vendors must be registered in the System for Award Management (SAM) database and self-certify that they are not suspended, debarred, or otherwise ineligible for federal contracts. The solicitation was posted on September 12, 2025, with quotes due by 6:00 AM Hawaii Standard Time on September 16, 2025, submitted via email to leo.y.li.civ@us.navy.mil. All quotes must include pricing, FOB destination terms, contact information, Tax ID, Unique Entity ID, CAGE code, GSA contract number if applicable, business size designation, and payment terms.

This procurement is designated as a 100% set-aside for small businesses, though there appears to be a discrepancy as the government file indicates it may be specifically set aside for Women-Owned Small Business (WOSB) under NAICS code 323231 with a 750-employee size standard, while the main description references NAICS 332321 for Metal Window and Door Manufacturing. The contract will be awarded as a firm fixed-price arrangement using the Request for Quote method, with delivery required by September 30, 2025, to Pearl Harbor Naval Shipyard in Hawaii. No incumbent contractors or specific award values are mentioned in the solicitation materials. The procurement involves a specialized marine component that appears to be part numbered due to Navy drawing requirements, though the actual drawing is not necessary for understanding the requirement. Performance will take place in the United States, specifically at the Pearl Harbor Naval Shipyard facility.
