About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure two units of a Panel Assembly (NSN 7R-1680-016519059-P8) for Foreign Military Sales to Germany. This is a spares procurement specifically targeting suppliers who can provide FAA-Certified parts with an FAA Authorized Release Certificate (FAA Form 8130-3 Airworthy Approval Tag). The government intends to solicit and negotiate with only one source under FAR 6.302-1, though all responsible sources may identify their interest and capability to respond within 45 days of publication (30 days if awarded under an existing Basic Ordering Agreement). Proposals will be evaluated based on the ability to meet strict technical specifications, with delivery requested FOB Origin. The government will consider all proposals received within the specified timeframe, with the ultimate determination of competitive procurement at its sole discretion.

The pre-solicitation notice indicates no specific set-aside designations for this procurement. The contract does not appear to follow FAR Part 12 policies for commercial items, though vendors may identify commercial item capabilities within 15 days of the notice. Early and incremental deliveries are both accepted and preferred. Potential vendors can obtain relevant specifications and standards from the DoD Single Stock Point (DODSSP) at Document Automation and Production Service in Philadelphia, PA, with most documents available in Adobe PDF format through ASSIST-Online. Interested parties without internet access can contact the DODSSP ASSIST Help Desk at 215-697-2667 for additional information. While no specific award value is mentioned, the procurement is for a small quantity of two units, suggesting a relatively limited scope of contract.
