About this opportunity

The Defense Logistics Agency Aviation is soliciting offers for Panel Assembly Units, which fall under airframe structural components and aircraft parts manufacturing (NAICS 336413, PSC 1560). This fixed-price procurement requires contractors to meet higher-level contract quality requirements and inspection standards as outlined in the solicitation terms. Key contract requirements include compliance with Buy American regulations, Free Trade Agreements provisions, and Balance of Payments Program requirements, along with warranty obligations of 365 days after final delivery with a 45-day defect notification period. The solicitation references DoD Class Deviation 2025-O0003 implementing Executive Order 14173 regarding merit-based contracting opportunities. The critical deadline for proposal submission is May 14, 2025, with electronic submissions required via email to Alexa.Kolb@dla.mil, though this date appears inconsistent with the posted date of March 24, 2026.

This solicitation includes no set-aside designations for small businesses or other preferred groups. The procurement calls for delivery of 2 units with an estimated delivery timeline of 438 days from contract award. No specific award value or budget range is detailed in the solicitation notice provided. Payment will be processed through Wide Area Workflow using combined invoice and receiving report documentation, with further details to be specified in the contract schedule. The solicitation requires annual representations and certifications from contractors with 1,250 or more employees, and all contractors must acknowledge compliance with national defense priority rating requirements and applicable federal employment and non-discrimination standards.
