Contractors must submit quotations in PDF or Microsoft Word format to shawana.randolph@noaa.gov and maintain active SAM registration with a UEID/CAGE code. An irrevocable letter of credit equal to 100% of contract price is required within 10 days of award unless the quote is under $35,000. Prevailing wage rates per Department of Labor Wage Determination FL20260005 apply, including health and welfare benefits of $5.55 per hour and mandatory paid sick leave under Executive Order 13706. Contractor employees must complete sexual assault and sexual harassment prevention training within 30 days of contract award. Evaluation criteria weight technical approach and capability as significantly more important than cost/price; past performance requires minimum three references.
