About this opportunity

The Department of the Air Force Global Strike Command intends to issue a sole-source, firm-fixed-price contract for preventative maintenance and repair services on existing Global Finishing Solutions abrasive blast equipment, paint spray, and surface preparation booths at Dyess Air Force Base, Texas, with responses to this pre-solicitation notice due September 21. This is a pre-solicitation notice and does not constitute a commitment to award; no reimbursement will be made for response costs.

The sole-source award to Global Finishing Solutions, 12731 Norway Road, Osseo, Wisconsin 54758, is authorized under 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1. The contract will be firm-fixed-price. NAICS code 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) applies, with a size standard of $12.5 million. PSC code is J053 (Maintenance/Repair/Rebuild of Equipment—Hardware and Abrasives).

The equipment requiring maintenance includes paint booth model CPO-191590-BM-N-HT S, serial number U20524P. Maintenance must follow the manufacturer's recommended preventive maintenance schedule and standard commercial practices. The contractor supplies necessary consumable parts and will provide descriptive inspection checklists, daily/weekly/monthly inspection protocols, and quarterly/monthly preventative maintenance schedules.

Global Finishing Solutions holds exclusive proprietary rights to the equipment's software, control systems, and mechanical engineering designs. The equipment operates with volatile organic compounds, combustible dust, and high-voltage airflow controls requiring strict adherence to manufacturer-certified safety tolerances. Only GFS factory-employed personnel possess proprietary diagnostic tools and technical training to certify operational safety. Alternative paint booth distributors lack factory-employed technicians and would void manufacturer warranty protections.

Vendors believing they can meet requirements must submit a complete technical package with clear and convincing evidence of capability, including any special commercial contract requirements such as financing, warranty provisions, and preventative maintenance information. The contracting officer is Bennie Lee Simmons, 7 CONS/PKS, 325-696-2353.
