About this opportunity

The Department of Energy Portsmouth/Paducah Project Office has published a Notice of Intent regarding a noncompetitive contract modification to extend deactivation and remediation services at the Paducah Gaseous Diffusion Plant in Kentucky. The notice announces DOE's intention to issue a sole-source modification to Contract Number DE-EM0004895 with Four Rivers Nuclear Partnership, LLC, extending the performance period for up to 12 months from June 20, 2027 through June 19, 2028. The contract involves remediation services under NAICS code 562910 and includes coordination with regulatory agencies to obtain approval on three primary Comprehensive Environmental Response, Compensation, and Liability Act Records of Decision. DOE is justifying the noncompetitive approach under the Competition in Contracting Act, citing that only one responsible source exists that can satisfy the agency's requirements.

The primary purpose of this notice is to inform potential contractors of DOE's intent to proceed noncompetitively while providing an opportunity for other responsible sources to demonstrate their capabilities. Interested parties must submit capability statements within 15 days of the June 24, 2025 posting date to Jennifer Stokes at jennifer.stokes@pppo.gov, with responses due by July 10, 2025. Contractors must provide clear and convincing documentation of their technical background, experience, and capabilities related to environmental remediation services at nuclear facilities. The submissions should demonstrate the ability to coordinate with regulatory agencies and handle complex environmental cleanup requirements. This notice explicitly states it is not a solicitation or request for proposals, and the government will not pay for information provided in response, reserving full discretion in determining whether to proceed with competitive procurement based on the responses received.
