About this opportunity
The Department of Veterans Affairs issued a firm fixed-price delivery order to Change Healthcare Technologies LLC on June 9, 2026, valued at $740,696, for upgrades to the Picture Archiving and Communication System (PACS) at Milwaukee Veterans Affairs Medical Center.
The delivery order upgrades Change Healthcare Enterprise Imaging PACS from version 14.1 (Windows Server 2016) to version 14.2.2 (Windows Server 2022) to address end-of-support conditions. The award was made without competitive solicitation under FAR authority for unique or highly specialized supplies, with Change Healthcare Technologies identified as the sole capable source at the required quality level. The delivery order is issued under Defense Logistics Agency contract SPE2D1-18-D-0006. DLA previously negotiated fair and reasonable pricing under that contract, eliminating the requirement for separate pricing determination by the Veterans Affairs Contracting Officer. No set-aside applied to this award.
