About this opportunity
The Department of Veterans Affairs awarded a Firm Fixed Price delivery order to Change Healthcare Technologies LLC for $420,939.23 on August 12, 2026, to upgrade the Cardiology Picture Archiving and Communication System (CPACS) at the Little Rock VAMC from version 13.1.2 to version 15.x.
The delivery order was issued under Defense Logistics Agency contract SPE2D1-18-D-0006. The scope includes replacement of existing dedicated workstations and migration of data from physical servers to virtual servers provided by the VAMC. Change Healthcare Technologies was selected as the sole source capable of providing the required supplies and services at the required level of quality, as the systems and services are unique or highly specialized. The contracting officer determined that the quoted prices equal or are less than the contract ceiling price and represent best value. No separate fair and reasonable pricing determination was required, as DLA had previously negotiated and validated pricing under the underlying contract. No set-aside was used.
Notice text
The Delivery Order is for an upgrade of the Change Healthcare Cardiology Picture Archiving and Communication System (CPACS) from version 13.1.2 to version 15.x, replace the existing dedicated workstations, and migrate data from physical servers to virtual ones provided by the VAMC.
In accordance with Federal Acquisition Regulation a Firm Fixed Price Delivery Order will be issued to Change Healthcare Technologies, LLC. Change Healthcare Technologies, LLC is the only one awardee capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. A Delivery Order will be issued under the terms and conditions of Defense Logistics Agency (DLA) contract SPE2D1-18-D-0006.
DLA has negotiated fair and reasonable prices and determined the prices awarded under contract SPE2D1-18-D-0006 to be fair and reasonable; thus, a separate determination of fair and reasonable pricing is not required. The Contracting Officer has conducted a price evaluation to ensure that the quoted prices are equal to or less than the contract price.
In conclusion, I have determined that placing a Delivery Order against the Change Healthcare Technologies, LLC contract SPE2D1-18-D-0006 represents best value in meeting the Government’s needs.
Awarded contract SPE2D1-18-D-0006 to CHANGE HEALTHCARE TECHNOLOGIES LLC for 420939.23 on 2026-08-12.
