About this opportunity
The Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) has issued a sources sought notice for market research regarding decommissioning cost updates for Pacific Outer Continental Shelf (OCS) facilities. This special notice serves as a market research tool to assess contractor capabilities and capacity for updating decommissioning cost estimates and methodologies for offshore facilities in the Pacific region. The notice explicitly states it is not a formal solicitation and does not constitute a commitment by the government to award a contract. The work falls under NAICS code 541990 (All Other Professional, Scientific, & Technical Services) with a small business size standard of $19.5 million. BSEE is seeking responses from both small business community members and large businesses capable of providing the required services.
The primary objective is to conduct a comprehensive evaluation and update of decommissioning techniques, methodologies, and associated costs for Pacific OCS Region facilities, including preventative maintenance requirements for facilities no longer in operation. Key tasks include reviewing and updating the existing 2020 decommissioning cost report, collecting cost information from local vendors for well plugging and abandonment services, and documenting findings in an updated report following the original format. Interested contractors must submit a two-page PDF response by 5:00 PM Eastern Time on August 6, 2025, to christina.mohamed@bsee.gov with specific company information including SAM registration status, business size classification, and capability statements. All qualified firms, including small businesses, disadvantaged businesses, veteran-owned businesses, women-owned businesses, and large businesses, are encouraged to respond to help determine the government's acquisition strategy for this potential future procurement.

All qualified, interested, capable firms are highly encouraged to respond to this source sought announcement.
Scope of requirement:
The objective is to conduct a detailed evaluation of the various decommissioning techniques and methodologies, as well as the preventative maintenance of related facilities no longer useful for operations, applicable to the Pacific OCS Region, determine the associated costs for decommissioning and maintenance, and prepare an update to the current facilities decommissioning cost report. Before decommissioning operations can safely commence, the ongoing maintenance of facilities no longer useful for operations is essential for sustaining safe and integral condition of the facilities and mitigating the risk of pollution to the offshore environment.
The Contractor shall perform the following tasks:
Task 1. The Contractor shall review, revise, and update as appropriate the decommissioning scenarios, planning and engineering costs, and methodologies assumed in the report, “Decommissioning Cost Update for Pacific OCS Region Facilities,” (Volumes 1 and 2, Rev. 2 – September 2020). The Contractor shall review the state-of-the-art of decommissioning technology and update Pacific OCS Region decommissioning cost estimates, taking into consideration standard industry practice, available technology (including heavy lift vessels), current regulations, and market conditions. The Contractor shall include the preventative maintenance cost estimate of facilities no longer useful for operations, e.g., platforms, wells and pipelines, leading up to the start of decommissioning operations.
Task 2: The Contractor shall review, revise, and update as appropriate the costs of each phase of the decommissioning process from the report, “Decommissioning Cost Update for Pacific OCS Region Facilities,” (Volumes 1 and 2, Rev. 2 – September 2020). The Contractor shall collect and synthesize cost information from local vendors, (to the extent they are available), who provide well plugging and abandonment services and other decommissioning-related services, including pre-decommissioning preventative maintenance services, and develop equipment and labor costs (spread-costs) for conducting these operations. Where local/regional vendors are not available, the Contractor shall provide this same information for the most reasonable market from which to draw. The Contractor shall also identify services such as abrasive and mechanical cutting services that are not available locally, estimate the mobilization and demobilization cost and day-rate cost of such services, develop spread-costs for the operations, and prepare decommissioning and maintenance cost estimates utilizing this information.
Task 3: The Contractor shall document the findings in an updated report following the general format followed in the report, “Decommissioning Cost Update for Pacific OCS Region Facilities,” (Volumes 1 and 2, Rev. 2 – September 2020).
