About this opportunity
The Department of the Interior, Bureau of Land Management California State Office issued a sole source notice on September 2, 2026 to procure commercial internet services from Pacific Bell Telephone Company for 25 remote field and administrative offices across California, with responses due by September 14, 2026 at 5:00 PM Pacific. This procurement is not open to competition; the BLM Programs Contracting Office will contract solely with Pacific Bell based on a determination that only one responsible source can satisfy agency requirements under RFO 6.103-1(b).
The requirement involves land-based broadband internet services with bandwidth ranging from 100 Mbps to 1 Gbps depending on mission need, including installation, connection to the public internet, IP address assignment, and technical support. The estimated contract value is $1.7 million over one year under a firm fixed-price award. Pacific Bell is identified as the only commercially available provider capable of serving the geographically isolated or rural BLM locations where alternative ISPs lack required land-based infrastructure or cannot meet performance and timeline requirements. Several locations are emergency facilities where service disruptions pose health and safety risks.
Market research included outreach to commercial providers, examination of FCC broadband coverage maps, and solicitation of regional ISP availability data. Firms believing they can meet the requirement must submit written evidence of capability referencing Notice ID 140L1226Q0044 to Michael Anson at michael_anson@ios.doi.gov by the deadline. The Government retains sole discretion whether to conduct a competitive procurement.
