About this opportunity

The Defense Health Agency Contracting Activity published a notice of intent to sole-source a PACE Conditioning System replacement to Med Associates Inc. on June 3, 2026, with a June 13, 2026 deadline for interested parties to file a protest or challenge.

DHCA intends to award a sole-source contract to Med Associates Inc., 166 Industrial Park Road, Fairfax, Vermont, under FAR 12.102(a). The Walter Reed Army Institute of Research's Center for Military Psychiatry and Neuroscience requires replacement components for its aging conditioning system, including Med-PC VI software suite, Video Fear Conditioning software, camera bundles, and associated hardware. CMPN has operated the Med Associates conditioning system for over ten years and has compiled large datasets across multiple studies examining stress and drug effects on behavioral performance. Continued use of the same system, measurement approaches, and units is necessary to maintain validity of existing data for use in new studies. Med Associates Inc. is identified as the sole supplier and proprietary manufacturer of this animal behavioral conditioning system; no other source can provide the required compatibility and measurement continuity.

The notice covers analytical laboratory instrument manufacturing (NAICS 334516) and laboratory equipment and supplies (PSC 6640).
