About this opportunity

Department of Veterans Affairs Network Contracting Office (NCO-10) is conducting market research to identify qualified sources for scrap metal recycling services at Cleveland VA Medical Center and supported Community Based Outreach Clinics throughout North East Ohio, Central Ohio, and North West Ohio, with responses due September 7, 2026. This is a Sources Sought notice only; responses do not constitute proposals or bids and do not commit the Government to award a contract.

The VA estimates annual scrap volume of 250,000 to 300,000 pounds. The vendor must provide box truck(s) or similar equipment, perform pickup, loading, transportation, sorting, and disposal, and remit payment to the Government for recycled material proceeds. The anticipated contract structure includes a three-month base period plus four one-year option periods.

Responses must include answers to four industry questions, company information (including UEI and certifications such as SDVOSB, VOSB, WOSB, EDWOSB, HUB, 8(a), or small business status), current scope of operations and service area, and detailed approach to scrap metal recycling services including whether work is performed in-house or subcontracted. No pricing information should be submitted.

Businesses of all sizes are encouraged to respond. The VA is conducting this market research to determine whether adequate qualified sources exist and to avoid creating a de facto sole source requirement. Submit responses by email to Contract Specialist Josh Kovar at Joshua.Kovar@VA.gov in electronic format.
