About this opportunity

The U.S. Army Corps of Engineers Buffalo District, in partnership with the U.S. Army Engineer Research and Development Center, is soliciting architectural and engineering services for the P-Optimal Wetland Monitoring contract, a Single Award Task Order Contract focused on phosphorus-optimal wetland optimization and long-term performance enhancement. The primary objectives include evaluating and refining P-optimal wetland technology through continued research, demonstration, and development of scalable implementation strategies at the existing 10-acre test bed facility in Defiance, Ohio. Qualified firms must submit SF 330 forms and demonstrate expertise in wetland design, environmental monitoring, research, and adaptive management strategies. The contract will be evaluated based on the applicants' technical capabilities, experience with wetland optimization projects, ability to maintain baseline operations and advanced monitoring protocols, and capacity to develop and implement design modifications. The proposal submission deadline is May 18, 2026, with the solicitation notice posted on April 16, 2026.

This procurement carries no set-aside designations and represents an open competition opportunity. The contract builds upon four years of monitoring and a decade-long research foundation, requiring continued baseline operations, advanced monitoring activities, maintenance of a live data dashboard, and provision of design, planning, cost estimates, and implementation services for modifications to the existing P-optimal wetland pilot. The specific award value or budget range has not been disclosed in the solicitation notice. The work will be performed at the Defiance, Ohio location (ZIP code 43512), where the P-optimal wetland pilot was originally designed and implemented in 2021. Services will focus on optimizing phosphorus absorption, addressing identified limitations, and implementing structural and functional improvements to enhance the wetland's P retention potential.

Notice text

This is a synopsis notice for the P-Optimal Wetland AE Single Award Task Order Contract (SATOC) in Defiance, OH. Industry SF 330s are being requested. Please see attached synopsis. The U.S. Army Corps of Engineers (USACE) Buffalo District (LRB), in partnership with the U.S. Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Wetlands and Coastal Ecology Branch (EEW), has been conducting research and development of nutrient retention strategies for over a decade, specifically focusing on phosphorus (P)-optimal wetland test bed pilot studies for the last 5 years. The Defiance, OH 10-acre location was designed and implemented in 2021 and has been in a monitoring phase for the last 4 years This contract will build upon that foundation, transitioning from initial research, implementation and monitoring to long-term performance optimization, iterative and adaptive design improvements, and broader application of P-optimal wetland technology. The overall objective of this contract is to evaluate and refine the optimization of P-optimal wetlands through continued research, demonstration, and the development and refinement of scalable implementation strategies. At the Defiance, OH location, this includes utilizing the key characteristics identified in past work to promote P absorption to address potential limitations and identify structural and functional changes to the wetland pilot, optimizing its operation and improving P retention potentials. Outcomes include maintaining baseline operations across site, continuing advanced monitoring, hosting/maintaining a live data-dashboard, and providing design, planning, refined cost estimates, and implementation for modification of the existing P-optimal wetland.
