This pre-solicitation notice is seeking bids for a firm-fixed price construction contract to repair approximately 2,200 feet of levee seepage and boils on the western side of the Sacramento River north of Grimes, California under the PL 84-99 program. The U.S. Army Corps of Engineers Engineering District Sacramento intends to issue an invitation for bid to construct a seepage berm extending approximately 80 feet from the levee toe including filter sand, geotextile, drain rock, levee fill, coarse rock, or rip rap. Bids are due on May 11, 2021 and the contract will require the protection of existing gas and water infrastructure, earthwork, dust control, hauling and placement of materials, clearing, stripping and grubbing, and compliance with all federal, state and local requirements.

This will be a total small business set aside conducted under NAICS code 237990 with a size standard of $39.5 million. The estimated value is between $1-5 million and the pre-solicitation notice establishes an anticipated issue date of April 8, 2021 for the invitation for bid. Interested vendors must self-identify on beta.sam.gov which is the government point of entry and potential location for any site visit dates.

TITLE OF PROJECT

The Government anticipates issuing an Invitation for Bid (IFB) with the intent of awarding a Firm-Fixed Price construction contract for PL 84-99 Site 0561-32&33.

Project Description:

The site is located on the western side of the Sacramento River, north of Grimes, CA.  Seepage and boils were observed on the landside of the levee for a distance of approximately 2200 feet during high water in February 2017.  The repair of this site will likely include construction of a seepage berm extending approximately 80 feet from the levee toe and approximately 2200 feet long.  The berm may include but is not limited to any of the following materials; filter sand, geotextile, drain rock, levee fill, coarse rock, or rip rap.  Existing gas and water infrastructure are located within the project footprint and will be required to be protected in place. 

The Contractor shall provide all labor, supervision, plant, equipment, and materials necessary to repair the damaged levee as described above.  The repairs require earthwork; dust control; hauling and placement of materials; and may require clearing, and stripping and grubbing.  The Contractor shall comply with all Federal, State, and Local requirements.

The contractor would be required to provide several submittals which include, but not limited to, project material specifications, preconstruction submittals, pre and post construction surveys, a pre and post access road survey, project schedules, an accident prevention plan, emergency action plan, activity hazard analysis, worker’s certifications, air and water quality control plans, borrow soil suitability reports, SWPPP, flood and rainfall contingency plan, and record drawings.  All submittals will be reviewed and approved by USACE prior to the start of work.

In accordance with FAR 36.204(f) the estimated magnitude of construction is expected to be between $1,000,000 and $5,000,000. This prospective contract action will be conducted using NAICS Code is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $39,500,000.  Product Service Code is Y1LC (Construction of Tunnels and Subsurface Structures).

The solicitation will proceed as a small business set aside and is estimated to be issued on or about April 8, 2021 with bids due tentatively on May 11, 2021   The IFB will be issued on the Government Point of Entry known as beta.sam.gov and will establish a firm bid due date/time.

If applicable, the site visit date, time and location will be identified in the solicitation.
