About this opportunity
The Naval Air Systems Command (NAVAIR), an agency within the Department of the Navy, is procuring Air Data Inertial Reference Unit (ADIRU) updates for the P-8A Poseidon maritime patrol and reconnaissance aircraft's latest flight deck configuration. This contract will be awarded on an other than full and open competition basis under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, which permits sole-source awards when only one responsible source can satisfy agency requirements. The primary contract requirement is the timely and cost-effective performance of ADIRU updates and retrofits, with Boeing possessing the exclusive detailed knowledge necessary to execute this work as the sole designer, developer, and manufacturer of the P-8A aircraft. The evaluation will focus on Boeing's capability and expertise in performing these specialized technical updates. The due date for this pre-solicitation notice is March 17, 2026, and interested parties seeking subcontracting opportunities should contact Chanbo Plenkovich at chanbo.y.plenkovich@boeing.com.
This procurement is not designated as a set-aside and will be awarded directly to The Boeing Company of Seattle, Washington, the incumbent and sole-source contractor for P-8A-related work. The contract encompasses the procurement of seventy-seven (77) ADIRU updates, with deliveries scheduled across fiscal years 2026 through 2028. While a specific dollar value is not disclosed in this pre-solicitation notice, the multi-year delivery schedule and quantity of units indicate a substantial investment in maintaining and updating the P-8A fleet's critical air data systems. The classified nature of certain technical requirements and Boeing's proprietary knowledge of the aircraft's systems further support the justification for sole-source contracting in this instance.
