About this opportunity

The Naval Air Systems Command (NAVAIR) intends to award a non-competitive contract to Teledyne Controls for designing, developing, testing, and manufacturing an augmented Multi-Functional Data Acquisition Unit (MFDAU) system for the P-8A platform. The procurement will be conducted under 10 U.S.C. 302(a)(1) and FAR 6.302-1, which allows for a sole source award when only one supplier can meet agency requirements. Teledyne Controls is being selected as the Original Equipment Manufacturer with exclusive technical data rights and the requisite knowledge to fulfill the Navy's specific needs. The pre-solicitation notice indicates that interested parties may submit capability statements by May 13, 2025, though the government emphasizes this is not a competitive proposal request. Evaluation will focus on Teledyne's unique technical capabilities and ability to prevent delays in meeting Navy requirements.

The contract opportunity has no specific set-aside designation and is categorized under NAICS code 334511 for navigation and guidance system manufacturing. Contract award is anticipated in fiscal year 2026, with Teledyne Controls being the sole proposed contractor. The procurement covers system expansion and elimination of PCMCIA cards for the P-8A platform, though specific quantities or precise contract value were not disclosed in the notice. Companies interested in potential subcontracting opportunities are directed to contact Teledyne Controls directly. The project falls under Product Service Code 1680 for miscellaneous aircraft accessories and components, suggesting a specialized and technical procurement focused on advanced aeronautical systems engineering.

Notice text

The Naval Air Systems Command (NAVAIR) intends to award a contract to Teledyne Controls, El Segundo, CA on an other than full and open basis.  These efforts shall be procured pursuant to 10 U.S.C. 302(a)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."  The contract action will cover designing, developing, testing and manufacturing a system to augment the current P-8A Multi-Functional Data Acquisition Unit (MFDAU) for the P-8A platform. Contract award is anticipated to be FY26.

Teledyne is the Original Equipment Manufacturer (OEM) of the P-8A MFDAU system. The system was commercially designed and developed, so the Government does not have any technical data rights for this system. Therefore, Teledyne Controls is the only responsible source with the requisite knowledge, experience, and technical data that can meet the Government's requirements without resulting in unacceptable delays in fulfilling the Navy’s requirement.

This notice of intent is not a request for competitive proposals.  Interested persons may submit a capability statement identifying their interest and capability to respond to this requirement. The Government will consider any capability statements submitted by identified closing date of this announcement. Companies interested in subcontracting opportunities should contact Teledyne Controls directly.
