About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst is pursuing a non-competitive procurement for a specialized P-8A Composite Repair Tool Kit to support the United States Navy Maritime Patrol and Reconnaissance Aircraft Program Office's Foreign Military Sales requirement for the Royal Canadian Air Force. The procurement is specifically targeting United Drill Bushing Corporation as the sole source provider, based on their unique expertise and proprietary knowledge of the composite repair tool kit components. The agency has determined that United Drill Bushing is the only firm capable of meeting the technical requirements, with their specific part number 3156AS100-1 being explicitly referenced in NAVAIR Technical Manuals for composite aircraft repair. This sole-source acquisition is being pursued under statutory authority 10 U.S.C. 3204(a)(1), which allows for procurement when only one responsible source can satisfy agency requirements. Interested parties must submit responses electronically to Contract Specialist Sara Baye by December 11, 2024, with all submissions in Microsoft Word or PDF format.

The pre-solicitation notice indicates no specific set-aside designations for this procurement. United Drill Bushing Corporation will be the sole contractor, with a requirement to produce and deliver three (3) tool sets, with an additional option for three (3) more tool sets. While no specific award value is mentioned, the procurement is categorized under NAICS code 332710 for Machine Shops and PSC category 5180 for Sets, Kits, and Outfits of Hand Tools. The contract is structured to support the Royal Canadian Air Force P-8A Program through Foreign Military Sales, emphasizing the international collaborative nature of the procurement. United Drill Bushing does not have any authorized distributors and is recognized as the original equipment manufacturer (OEM) with exclusive capabilities for this specialized composite repair tool kit. The agency has already conducted and completed all required testing under a prior contract, further solidifying the sole-source justification.
