About this opportunity
The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order to The Boeing Company for retrofit installation of Government furnished kits on up to two USN P-8A Aircraft. The primary objective is to enable communication with proliferated Low-Earth Orbit (pLEO) satellites through specialized aircraft modifications. This procurement will be conducted under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, which allows for a single source procurement when no other supplier can meet agency requirements. Boeing is deemed the only qualified vendor due to its unique position as the sole designer, developer, and manufacturer of the P-8A Poseidon aircraft. The agency requires these installations to be completed by approximately the 4th quarter of FY2025, with the pre-solicitation notice posted on March 5, 2025, and responses due by March 20, 2025.
The contract opportunity is not designated with any specific set-aside provisions and falls under the Aircraft Manufacturing NAICS category (336411). The Boeing Company is the sole incumbent and prospective contractor for this project, reflecting the specialized nature of the work. While specific award values are not disclosed in the pre-solicitation notice, the scope involves retrofit installations for two aircraft with a focus on advanced satellite communication capabilities. The contract is being pursued by the Department of the Navy's Naval Air Systems Command, a defense agency seeking to enhance the communication infrastructure of its P-8A Poseidon aircraft fleet. The procurement method emphasizes Boeing's exclusive technical expertise and proprietary knowledge required to successfully integrate the government-furnished communication kits within the specified timeframe.
