About this opportunity

The Ozark-St. Francis National Forests, operating under the Department of Agriculture Forest Service, is soliciting proposals for a campground concession special use permit (SUP) at the Cove Lake Recreation Area. This Special Notice, posted on July 15, 2025, seeks qualified operators to manage and maintain government-owned recreation facilities under a Granger-Thye concession agreement. The opportunity involves operating a 36-campsite facility with accompanying day-use amenities, and the Forest Service intends to award the new permit in January 2027, replacing the current expiring concession agreement. This solicitation is classified under NAICS 713990 (All Other Amusement and Recreation Industries) and PSC M1FB (Operation of Recreational Buildings). The Ozark-St. Francis National Forests anticipate this to be a long-term operational partnership with a qualified concessionaire.

Applicants must submit a comprehensive proposal package by December 1, 2025, at 4:30 p.m. CST, including a business plan, financial documentation, proposed fee structures, and a $300 special use permit review fee paid to the Small Business Development Center for administrative evaluation costs. A mandatory site tour is scheduled for October 8, 2025, with required RSVP by October 3, 2025, allowing prospective operators to assess the facility's condition and operational requirements. While no specific set-asides are designated for this opportunity, all interested parties—regardless of business size or classification—may submit proposals. Selection will be based on best overall value, considering the proposed annual operating plan, business experience, references, proposed fees to the government and public, and demonstrated financial resources. The facility generates approximately $64,871.92 in three-year average gross revenue and includes amenities such as a swimming beach, bathhouse, boat ramp, and reservable pavilion, with permit terms potentially extending up to five years based on satisfactory performance.
