About this opportunity
The Department of the Navy Naval Supply Systems Command is issuing a solicitation for an oxygen filler procurement, specifically targeting commercial off-the-shelf (COTS) spare parts for Foreign Military Sales (FMS) to Canada and Germany. The procurement will be conducted using competitive procedures with a lowest price technically acceptable (LPTA) evaluation methodology. Potential contractors must be either Original Equipment Manufacturers, aircraft prime suppliers, or providers of Federal Aviation Administration (FAA) Certified parts with an FAA Authorized Released Certificate. Proposals must be submitted via email by 4:30 PM EST on January 31, 2025, with the government intending to award to a single, eligible, and technically acceptable offeror. The evaluation will first assess non-price go/no go factors, with contractors required to achieve an acceptable past performance rating to remain in competition.
The solicitation does not have a specific set-aside designation and covers aircraft parts and auxiliary equipment manufacturing under NAICS code 336413. While specific award values are not detailed, the procurement is for spares that will support military aircraft operations in Canada and Germany. The contract allows for early and incremental deliveries, providing flexibility in the fulfillment process. Contractors will be required to use electronic commerce methods for contractual document transmission, including email and facsimile. The solicitation indicates that the parts are for miscellaneous aircraft accessories and components, suggesting a specialized and technical procurement focused on maintaining aviation equipment readiness for international military partners.
