About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 8 oxygen concentrators with the National Stock Number 7R-1680-016102324-E7. This pre-solicitation notice indicates a highly specialized procurement requiring engineering source approval from the design control activity, with a focus on maintaining exceptional quality and technical capabilities. The contract opportunity requires potential vendors to submit detailed technical information through the NAVSUP Weapon Systems Support Source Approval Information Brochures, demonstrating their manufacturing and engineering expertise. Only sources previously approved by the Government for this flight-critical item will be considered, and vendors must provide comprehensive technical data about their production capabilities. The pre-solicitation was posted on March 21, 2025, with responses due by April 24, 2025, and interested parties have 45 days to submit proposals or capability statements.

The procurement has no specific set-aside designation and will be awarded under FAR 6.302-1 authority, allowing negotiation with a single source. The Government will evaluate proposals based on qualification requirements, with award contingent upon the offeror, product, and manufacturer meeting specific standards. The contract is subject to Free Trade Agreements and potentially the Buy American Act, depending on the final solicitation clauses. While no specific award value is mentioned, the procurement involves 8 units of oxygen concentrators to be delivered FOB Origin. The contract includes provisions for potential commercial item considerations, though the Government is currently not applying FAR Part 12 policies. Vendors must demonstrate technical competence, data rights, and manufacturing knowledge specific to this critical aerospace component.
