About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 8 Oxygen Concentrators (NSN 7R-1680-016102324-E7) through a pre-solicitation notice for Foreign Military Sales. This procurement requires engineering source approval by the design control activity to maintain part quality, with only previously approved sources being solicited. The contract opportunity emphasizes that the item is flight critical and requires Government source approval prior to award. Potential offerors must submit detailed information from the NAVSUP Weapon Systems Support Source Approval Information Brochures, and proposals will be considered within 45 days of publication (30 days if awarded under an existing Basic Ordering Agreement). Evaluation will focus on whether the offeror, product/service, or manufacturer meets specific qualification requirements at the time of award.

No specific set-aside designations are applied to this procurement, and no incumbent contractors are identified in the notice. The total quantity is 8 units, with delivery specified as FOB Origin. While no specific award value is mentioned, the procurement is subject to potential Free Trade Agreements and Buy American Act provisions. The solicitation indicates that if a new source's approval cannot be processed in time to meet government requirements, award may proceed based on fleet support needs. Interested parties have 15 days to identify their capability to satisfy the requirement with a commercial item, and the government retains sole discretion in determining whether to compete the proposed contract. Potential offerors can obtain additional technical documentation through specified NAVSUP and DODSSP websites and contact channels.
