About this opportunity
Paragraph 1:
The U.S. Army Medical Materiel Development Activity (USAMMDA), under the Defense Health Agency, is conducting market research to identify commercial solutions for an Oxygen Carrier for Use in Treatment of Canine Hemorrhagic Shock. The USAMMDA is seeking an oxygen carrier that can increase the probability of survival, reduce the need for other treatment products, have a short preparation time, be suitable for military use in austere environments, and be stable for at least one year over a broad temperature range. Interested entities are requested to submit a capabilities statement addressing technical information, intellectual property and regulatory status, technology readiness levels, ability to meet the desired characteristics, regulatory pathway, commercialization strategy, project timeline, and rough order of magnitude cost estimates by May 20, 2024. This is a Request for Information (RFI) for planning purposes only and is not a solicitation.
Paragraph 2:
This procurement opportunity does not have a set-aside designation. The relevant NAICS code is likely 325412 (Pharmaceutical Preparation Manufacturing), and the PSC code would be 6505 (Drugs and Biologicals). The USAMMDA estimates an annual military procurement requirement of 700 treatments for the canine oxygen carrier. No potential incumbents or current contractors are named, and no award value or budget range is specified.
Notice text
The WPAC of the USAMMDA is conducting market research to determine whether a commercial solution can be provided to meet requirements for development, within the context of U.S. FDA regulations, of an Oxygen Carrier for Use in Treatment of Canine Hemorrhagic Shock. It is estimated that the annual military procurement requirement for a canine oxygen carrier is 700 treatments. This market research may also assist with the further development and/or refinement of the requirements.
