About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 28 Overhead Projectors (NSN 7R-6610-015522124-P8) as a commercial, off-the-shelf item for flight-critical applications. This pre-solicitation notice indicates that government source approval is required prior to contract award, which means potential vendors must submit detailed technical information through the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochure. The government intends to solicit and negotiate with potentially limited sources under FAR 6.302-1, with all interested parties able to submit proposals, quotations, or capability statements within 45 days of publication (30 days if awarded under an existing Basic Ordering Agreement). Proposals will be evaluated based on meeting qualification requirements at the time of award, with particular attention to product/service and manufacturer credentials. The deadline for responses is January 23, 2025, with the opportunity first posted on December 10, 2024.

The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractors are named. The total quantity is 28 units, which will be delivered FOB Origin, suggesting the government will handle transportation logistics. While no specific award value is mentioned, the procurement is for flight instruments in the PSC Category 6610, which typically involves specialized and potentially high-value equipment. The solicitation is subject to potential Free Trade Agreements and Buy American Act provisions, as indicated by potential DFARS clauses 252.225-7036 and 252.225-7021. Vendors must be prepared to provide comprehensive technical documentation and potentially undergo a source approval process, which could impact the timeline for contract award and delivery.
