About this opportunity
The U.S. Coast Guard seeks overhaul services for oxygen regulators (NSN 1660-01-407-8856, Part Number 29270-10A-B2), with quotations due May 7, 2026 at 10:30 AM Eastern Standard Time and anticipated award on or about May 12, 2026. This is an unrestricted RFQ issued as a combined synopsis/solicitation for commercial items under FAR Subpart 12.201; a firm-fixed price purchase order will be awarded competitively to the responsible offeror whose offer is most advantageous.
Place of performance and delivery is the USCG Aviation Logistics Center in Elizabeth City, North Carolina. The requirement covers eight units of overhaul services plus a to-be-determined quantity for Beyond Economic Repair and No Fault Found evaluations. Contractor facility certifications are mandatory—FAA-certified, OEM-certified, or DoD/USCG-certified overhaul facilities are required, and all subcontractors must meet equivalent standards. Components must be returned in Ready for Issue condition per OEM Commercial Maintenance Manuals and Technical Orders 15X6-3-21-3 (dated September 15, 2025) and 15X6-3-21-4 (dated January 1, 2025), or alternate USCG-approved standards. Environmental cleaning per FAA Advisory Circular 43-205 is required to remove hazardous dust including hexavalent chromium, cadmium, and lead. Airworthiness Certification (FAA 8130 or equivalent) and Certificate of Conformance per FAR 52.246-15 are mandatory. Pricing is firm-fixed at fully burdened rates, with the contractor supplying all parts, labor, materials, tooling, and test equipment. Evaluation prioritizes Technical Acceptability (most important), Delivery (90–120 days preferred), and Price. Quotations must remain firm for 120 calendar days. The NAICS code is 336413; small business size standard is 1,250 employees. Submit quotations via email to Angela.L.Watts@uscg.mil and D05-SMB-LRS-Procurement@uscg.mil with the RFQ number 70Z03826QH0000076 in the subject line.
