About this opportunity
The United States Coast Guard awarded a sole-source, firm-fixed-price GSA task order valued at $900,000 to the National Academy of Public Administration for professional advisory and consulting support services in overhaul and digital-first transformation of the Coast Guard's Capability Analysis and Operational Requirements generation framework, with award made on July 13, 2026.
Performance runs from July 13, 2026 through April 12, 2027. The task order is issued under NAPA's existing GSA Multiple Award Schedule contract 47QRAA24D002L (SIN 541611) for Management and Financial Consulting services. The Coast Guard cited GSAR 538.7104-3(b)(ii) as statutory authority for sole-source award, asserting that NAPA is uniquely qualified due to its Congressional charter under Public Law 98-257, status as an independent nonpartisan organization, extensive experience with federal governance transformation, access to distinguished Fellows and senior public administration experts, and demonstrated expertise in acquisition reform and federal capability development frameworks. Work supports the Futures, Development & Integration Directorate and Office of Strategic Capabilities. Deliverables include assessment of the current requirements framework, stakeholder engagement workshops, best-practices benchmarking, development of a Mission Engineering-based transformation framework, governance and organizational structure recommendations, replacement policy documentation, digital engineering recommendations, workforce competency planning, and executive briefings.
