About this opportunity
The U.S. Army Corps of Engineers (USACE) Caribbean District issued this Special Notice to announce an outreach event for architect and engineering (A-E) services focused on surveying and mapping capabilities. The Department of the Army is procuring these services to support various civil works projects throughout the Commonwealth of Puerto Rico and the United States Virgin Islands. This outreach event, held on February 27, 2026, in Mayaguez, Puerto Rico, was designed to brief potential contractors on upcoming contracting opportunities and to gather information from interested firms. The Special Notice falls under NAICS code 541370 (Surveying and Mapping Services) and represents the government's effort to engage the local and regional contracting community prior to formal solicitation. The event included both group requirements briefing sessions and individual one-on-one meetings with government officials to discuss expectations and requirements.
The primary objective of this outreach event is to facilitate the upcoming procurement of a Multiple Award Task Order Contract (MATOC) valued at $30 million for indefinite delivery A-E services with an anticipated 60-month period of performance. The government plans to make approximately five contract awards, with individual task orders ranging from $2.5K to $5 million, supported by a $5K guarantee amount. Key services required include topographic surveys, boundary surveys, construction surveys, hydrographic surveys, geodetic control work, laser scanning, aerial LiDAR, and CADD/GIS services throughout the Caribbean Basin and secondary locations within the South Atlantic Division. The formal solicitation is estimated for June 29, 2026, with awards anticipated by February 20, 2028. Interested contractors must comply with Puerto Rico state law requirements, including registration with the College of Engineers & Surveyors of Puerto Rico (CIAPR), and personnel must meet specified experience levels ranging from one to ten-plus years depending on position classification.
