About this opportunity
The U.S. Army Corps of Engineers - St. Paul District is seeking a contractor to develop and supply six outdoor interpretive panels for the Gull Lake Recreation Area near Brainerd, Minnesota. These panels will focus on tribal history, USACE operations, engineering, and environmental stewardship, with a specific emphasis on incorporating Dakota and Anishinaabe language translations. The project stems from previous signage being removed at the request of local Native American tribes due to inaccurate historical representations. Evaluation criteria will include the feasibility of achieving accurate and culturally sensitive interpretations, with particular attention to language translation approaches and references from native speakers. The solicitation requires electronic draft submissions within 90 days of contract award, with final panels and installation materials to be delivered by September 12, 2025.
This contract is a 100% small business set-aside under NAICS code 541430 with a size standard of $9,000,000. Potential bidders must be registered in the System for Award Management (SAM) and will be evaluated on a best-value basis considering factors such as language interpretation plan, recent relevant performance, and price. The panels must be weatherproof, designed to last 10 years, and mounted on 45-degree podium-style holders with double posts. The place of performance is located in Baxter, Minnesota, with quotes due by January 31, 2025, at 11:00 AM local time. Contractors are encouraged to submit quotes via email to John Riederer, the contract specialist, with no more than 40% of the contract value to be allocated to draft development.

Previous interpretive signage was removed at the request of representatives of nearby Native American tribes due to proximity to sensitive/sacred areas and inaccurate information.
