About this opportunity
The Department of the Navy Naval Supply Systems Command has issued a Special Notice regarding an out-of-scope modification to an existing repair contract. This notice, posted on February 27, 2026, indicates the Navy's intent to add additional testing work to a current repair order for a quantity 1 7B Battery (NIIN 017190695). The agency plans to award this additional work to the existing sole source vendor without conducting a competitive procurement. However, the Navy explicitly states that responses to this notice will be evaluated solely to determine whether a competitive procurement should be conducted instead, and the final decision to award without competition remains entirely at the Government's discretion. This notice is not a formal request for proposal or quotation, as no solicitation document is available at this time.
The objective of this Special Notice is to solicit information from interested parties regarding the feasibility and potential impact of adding supplementary testing work to the existing battery repair contract. Responses must be submitted by email to Leigh Catchings at leigh.e.catchings.civ@us.navy.mil by the March 2, 2026 deadline. The work falls under NAICS Code 335911, which pertains to battery manufacturing services. While the Navy has not established a formal set-aside for this opportunity, interested contractors should understand that submission of information may influence the Government's decision regarding whether to conduct a competitive process. The Navy's invitation for responses suggests openness to considering alternative suppliers or approaches, despite the current intent to modify the existing sole source contract.
